The Islamic militants who spread fear around the globe through beheadings, crucifixions and mass killings are a “very real” threat to the city — and unlike anything law enforcement has ever seen.

Police Commissioner Bill Bratton said Tuesday that ISIS has mastered social media, one of the main tools it has used to attract new recruits.

“This is the evolving world of terrorism,” the city’s top cop said. “We are staying ahead of it. We are focusing on it, and I believe that we are as prepared as any entity could be to deal with the threats. But the reality is that we are living in a new era of potential terrorism.”

Bratton’s warnings come as the terror group responsible for the videotaped executions of two American journalists and a British aid worker are calling for “lone wolf” attacks on Times Square.

The recent call for terror — found in an online chat room that claims to be affiliated with ISIS — came with directions on “how to prepare a bomb in the kitchen” as well as a list of tourist spots that will create “pictures of horror.”

“Times Square is considered one of the most important and famous tourist attractions in the city,” the group wrote

Survey: 46 Percent of Doctors Give Obamacare a 'D' or 'F'

Only 25% gave Obamacare and A or B

Forty-six percent of doctors give President Obama's healthcare law a "D" or an "F," according to a new survey from the Physicians Foundation. In contrast, just 25 percent of those surveyed gave the law an "A" or a "B."

The findings come from a survey that was emailed to "virtually every physician in the United States with an email address on record with the American Medical Association" this March through June as the law's major provisions were taking effect, and received more than 20,000 responses from doctors.

In their comments that were included (but kept anonymous) in the report, a number of doctors complained about the vast amount of bureaucracy that has been added to the medical profession.

"Get government OUT of healthcare," one doctor wrote. Another wrote, "Repeal Obamacare."

Another comment read, "I'm a Canadian physician practicing in the United States. The politicians and policy makers need to understand that government involvement in healthcare never works."

Toronto Mayor Rob Ford’s tumour has been diagnosed as a "malignant liposarcoma," Dr. Zane Cohen told reporters on Wednesday.

The mayor will undergo chemotherapy as part of his treatment at Toronto's Mount Sinai Hospital.

Cohen, who is overseeing the mayor's clinical care team, said doctors believe it is a "fairly aggressive tumor." It is also rare.

"It comprises about one per cent only of all cancers. It has about 60 different cell types," said Cohen, when addressing reporters at the hospital late Wednesday afternoon.

But Cohen said doctors are "optimistic" about the tumor. "The reason I say that is that we have experts sitting in-house that treat, manage and research on sarcoma," said Cohen.

Ford's family was told about the diagnosis "in the last 72 hours," Cohen said.

Cohen said the mayor is experiencing some pain."We are dealing with that, we are managing that. That's all that I can say about that really," Cohen said.

The mayor's chemotherapy is expected to start in the next 48 hours

South Korean border guards arrested an American man who they believe was attempting to swim across a river to rival North Korea, a South Korean defense official said Wednesday.

The man was apprehended Tuesday night while lying on a bank of the Han River in a restricted military area near the border, said the official, who spoke on condition of anonymity due to office policy.

The man told investigators that he tried to go to North Korea to meet leader Kim Jong Un, South Korea's Yonhap news agency reported, citing an unidentified government source. It said the man, aged around 29, is a computer repairman from Texas who came to South Korea 10 days ago.

South Korea's Defense Ministry and the National Intelligence Service said they couldn't confirm the report.

Americans are occasionally arrested after entering North Korea illegally from China, but a U.S. citizen trying to get in from South Korea is unusual.

The spot then shows a photo released by the White House early last year of Obama skeet shooting at Camp David.

With Ohio Democratic voters apparently sitting on their hands this election, the party could be headed for an epic defeat in the governor’s race.

Republican Gov. John Kasich leads Democratic challenger Ed FitzGerald by a 2-to-1 ratio, the first Dispatch Poll of the 2014 election shows. Kasich is favored 59 percent to 29 percent.

In a state where Democratic voters outnumbered Republicans by several percentage points just two years ago, the current percentage of GOP voters who say they will cast a 2014 ballot is 8 points higher than for Democrats.

The FitzGerald campaign acknowledged the problem in a fund-raising plea on Friday that began, “I know you may be thinking about sitting this election out.”

Meanwhile, Kasich campaigned in central Ohio last week asking not just for a victory but for a “ mandate” that the rest of the country would notice.

Islamic State militants have threatened to target the White House and kill US troops in a new slickly-made video response to Barack Obama's campaign to "degrade and destroy" the organization.

The video, in the style of a blockbuster movie trailer for what is "coming soon", depicts a masked man apparently about to shoot kneeling prisoners in the head. Towards the end of the clip there is shaky footage of the White House filmed from a moving vehicle, suggesting the building is being scoped out for attack.

It was released on Tuesday after US defence chiefs suggested that US troops could join Iraqi forces fighting Isis, despite Obama's assurance that US soldiers would not be engaged in fighting on the ground.

The video was released by the al-Hayat Media Centre, Isis's English-language propaganda arm. It includes the now familiar high-production hallmarks of an Isis video, including super-slow motion footage of jihadis in combat, jump-cutting, and CGI explosions.
