Deputy Secretary of State Anthony Blinken (who is standing in for John Kerry) actually says at a press conference in Paris (exact quote) "In Iraq right now we have the right strategy, a combination of coalition air strikes, training, equipping, assisting and effective local partners. That is the winning strategy"
