Former Defense Secretary Cohen says the dismantling of chemical weapons in Syria is simply not going to happen. He believes that Secretary of State John Kerry is being completely outmaneuvered by Russian Foreign Minister Sergei Lavrov
He adds that the United States has been blowing an 'uncertain trumpet' by continually calling for action and then pulling back.
