WASHINGTON – House Republicans dealt defeat to their own proposal for a $2.4 trillion increase in the nation's debt limit Tuesday, a political gambit designed to reinforce a demand for spending cuts to accompany any increase in government borrowing.

House Democrats accused the GOP of political demagoguery, while the Obama administration maneuvered to avoid taking sides — or giving offense to majority Republicans.

The debate was brief, occasionally impassioned and set a standard of sorts for public theater, particularly at a time when private negotiations continue among the administration and key lawmakers on the deficit cuts Republicans have demanded
.

The bill "will and must fail," said Rep. Dave Camp, R-Mich., the House Ways and Means Committee chairman who noted he had helped write the very measure he was criticizing.

"I consider defeating an unconditional increase to be a success, because it sends a clear and critical message that the Congress has finally recognized we must immediately begin to rein in America's affection for deficit spending," he said.

TALLAHASSEE – Expect challenges to a bill signed by Governor Rick Scott which will require welfare applicants to undergo drug testing.

The bill also requires that those who apply for welfare must pay for the drug testing out of their own pockets. However, the cost would be reimbursed if the person passes the drug test.

Republicans said the measure was needed because if taxpayers are screened at their place of employment, so should welfare recipients. The drug testing bill was a priority for Scott
.

“While there are certainly legitimate needs for public assistance, it is unfair for Florida taxpayers to subsidize drug addiction,” Governor Scott said. “This new law will encourage personal accountability and will help to prevent the misuse of tax dollars.”

A similar law which passed in Michigan in 1999 which required random drug testing of Welfare recipients lasted five weeks before it was stopped by a judge. An appeals court ruled it unconstitutional after a four-year legal battle.

On Tuesday, Scott also signed into law another measure that bans the designer drug MDPV or “bath salts.”

Poison control centers in Florida have reported 61 calls of “bath salts” abuse, making Florida the state with the second-highest volume of calls. The hallucinogenic substances are readily available at convenience stores, discount tobacco outlets, gas stations, pawnshops, tattoo parlors, and truck stops, among other locations

Two Iraqis Charged In Kentucky With Terrorism Plotting, Including Providing Support to Al Qaeda

BOWLING GREEN, Ky. (AP) -- Two Iraqis have been indicted in Kentucky on federal terrorism charges, including allegations that they provided support to Al-Qaeda in Iraq and conspired to transport Stinger missiles overseas.

Thirty-year-old Waad Ramadan Alwan and 23-year-old Mohanad Shareef Hammadi, both former residents of Iraq who currently live in Bowling Green, were charged in a 23-count indictment returned by a federal grand jury in Bowling Green
.

The 23-count indictment was unsealed Tuesday after the pair made their initial appearances in federal court in Louisville.

Neither is charged with plotting attacks within the United States. Prosecutors identified Alwan as a one-time member of the Iraqi insurgency who planted improvised explosive devices aimed at killing U.S. troops in the country over eight years.

They could face life in prison if convicted

Enthusiastic fans are attempting to “draft” House Budget Committee Chairman Paul Ryan, a Wisconsin Republican, to run for president.

Republicans unhappy with the current line-up of candidates have launched DraftRyanNow.com, a website that hosts a petition to recruit Ryan

The website is a work in progress, with petition and donation pages not currently operational.

The National Journal reports that the website is operated by Denison Smith, a DC-area communications investor, and Nevada lawyer Charles Kozak.

Smith told the National Journal that Ryan stood apart from others because of his work to address the national debt. “Ryan is the only one of the whole group — other than Herman Cain — to speak to it,” Smith said.

Although Ryan is his first choice, Smith admitted that Cain is second. “They’d make a wonderful combination,” Smith said.

Last week former Vice President Dick Cheney said that he worships “the ground Paul Ryan walks on,” but that he didn’t want Ryan to run for president. A campaign for president would “ruin a good man who has a lot of work to do,” Cheney said.

As I said on "GMA" I don’t think you go to Waterloo to say you’re not running for president.

And Sarah Palin’s not going to stop her either. The Minnesota Republican insisted there was enough room for two Tea Party favorites in the 2012 race. And she told me she would have no problem running against the woman she considers a friend

Tripoli-Moammar Gadhafi is ready for a truce to stop the fighting in his country, the visiting South African president said Monday after meeting the Libyan ruler, but he listed familiar Gadhafi conditions that have scuttled previous cease-fire efforts. Rebels quickly rejected the offer.

South African President Jacob Zuma said Gadhafi is ready to accept an African Union initiative for a cease-fire that would stop all hostilities, including NATO airstrikes in support of rebel forces. "He is ready to implement the road map," Zuma said.

Zuma said Gadhafi insists that "all Libyans be given a chance to talk among themselves" to determine the country's future. He did not say Gadhafi is ready to step down, which is the central demand of the rebels. He was speaking to reporters from South African and Libyan TV, which broadcast his remarks late Monday.

In April, Zuma led a delegation of the African Union to Tripoli with an AU proposal for a truce. Gadhafi said he would accept the truce but quickly ignored it and resumed his attacks, while the rebels rejected the cease-fire out of hand because it did not include Gadhafi's exit from power. Since then many cease-fire efforts have failed for similar reasons.

Many need help with the basics like getting food to eat every day, but that service may be in jeopardy because of high gas prices.

A lot of volunteers who want to help out by bringing the elderly food have had to bow out because they can't afford to fill their tank to drive over food
.

That could be devastating for the homebound.

Once a week Dan Goldberg gets in his car and brings food to those in need. It makes a difference in Martha's life.

But organizations like aid for friends and the Klein Jewish Community Center have both seen a 20 percent drop in their volunteers because of high gas prices.

Money spent on drivers means less money for food. Not just their life, but their spirit.

"I think it's the connection with the outside world, a lot of seniors feel as though they've been thrown to the curb," he says.

But that connection is facing a very real threat: a tough economy that is taking a toll on volunteers who want to help but can't afford it anymore.

These organizations make quite an impact on the community, together delivering almost 500,000 meals every year
.

It is going to make things really tough if they have to start picking up the tab for gas as well as food to meet the need out

ABC News' Sheila Marikar reports: For the riders of Rolling Thunder, the news that Sarah Palin will participate in their national rally on Sunday came as a surprise. A welcome surprise.

“I think that’s wonderful,” said Gerri Tramel, president of one of Rolling Thunder’s Tennessee chapters. “Anybody that’s involved -- Republican, Democrat, independent, whatever -- if you’re involved with our veterans, I think that’s wonderful. Not just Sarah Palin -- anyone that’s a politician
.”

For more than 20 years, as many as half a million motorcycle riders from across the country have descended on Washington, D.C., during Memorial Day weekend to raise awareness about prisoners of war and those missing in action. Rolling Thunder announced Thursday that Palin accepted an invitation to participate in its May 29 rally. She’ll kick off her One Nation Tour the same day, a bus trip along the northeast coast that aims “to educate and energize Americans about our nation's founding principles.”

Asked how Palin came to be involved with the rally, Rolling Thunder spokeswoman Nancy Regg said, “I honestly don’t know.”

“I’m not the person that invited her,” she said. “We send letters to people all the time and invite them. We invited her to ride, she has accepted and she and her husband have both agreed to ride for us.”

A Taliban suicide bomber attacked a provincial governor's compound in Takhar, killing the police chief of northern Afghanistan and seriously injuring a top Nato commander. Two other Afghan officials were also reported to have died in the attack. Several international servicemen were reported injured by eyewitnesses.

German officials confirmed to Spiegel magazine Major General Markus Kneip, who commands Nato forces in the north Afghanistan, had received wounds that were "severe" but not life-threatening.

A Nato spokesman in Kabul confirmed western casualties but was unable to provide details.

ATLANTA - A plane landing at Atlanta’s Hartsfield Jackson International Airport blew a tire causing the plane to catch fire. Fire officials are reporting four people were treated with minor injuries. Passengers were forced to make an emergency evacuation of the plane while on an airport ramp.

FOX 5 witnessed the event unfolding live as fire crews used foam spray to douse the flames near the landing gear and tires. The MD-88 landed just after 4 p.m. on Saturday. The plane ended up on a ramp just off of Runway 8L, the northern most runway of the airport's five runways. The flames seen under the fuselage were quickly extinguished.

Federal Aviation Administration spokesperson Kathleen Bergen said Delta Flight 2284 from Pittsburgh was landing in Atlanta when one of its tire blew on one of the plane's rear landing gears. She said the hot brakes and blown tire are both likely causes of the fire. Passengers were evacuated by using the emergency stairs in the rear of the plane.

RAFAH, Gaza Strip — After four years, Egypt on Saturday permanently opened the Gaza Strip's main gateway to the outside world, bringing long-awaited relief to the territory's Palestinian population and a significant achievement for the area's ruling Hamas militant group.

The reopening of the Rafah border crossing eases an Egyptian blockade of Gaza that has prevented the vast majority of the densely populated area's 1.5 million people from being able to travel abroad.

The closure, along with an Israeli blockade of its borders with Gaza, has fueled an economic crisis in the territory.

But Saturday's move also raises Israeli fears that militants will be able to move freely in and out of Gaza.

Highlighting those fears, the Israeli army said militants from inside Gaza fired a mortar shell into southern Israel overnight. There were no injuries, and Israel did not respond.

"I believe this a unique move and positive development," said Ghazi Hamad, Hamas's deputy foreign minister.

"We will cooperate with Egyptian brothers to make sure the new arrangements get implemented smoothly and accurately," he added. "We even hope that 1,000 people will be able to cross every day

He talks about foreign policy and his differences with the Obama administration over government entitlements

He talks with guests drawn from the usual conservative radio stable. He takes the occasional bit of political advice from listeners — and though he doesn’t explicitly talk much about his campaign, he talks about his travels on the trail and as recently as Friday’s show, encouraged one supporter to visit his campaign website “if you want to put some muscle to that endorsement.”

But come June 6, when Santorum will officially declare his candidacy near a Western Pennsylvania coal mine where his grandfather once worked, that will all be over.

“If he, in fact, does formally declare his candidacy for president we will no longer use him as a guest host on ‘Bill Bennett’s Morning In America,’” said Tom Tradup, vice president for news and talk programming at the Dallas-based Salem Radio Network, which produces and distributes the show.

Washington - Call it a sign of how unsettled the GOP presidential field remains: Two of the three people at the top of new national poll in the battle for the Republican nomination may not even run for the White House. And a CNN/Opinion Research Corporation survey also suggests that there is not a lot of enthusiasm about any of the major candidates.

According to the poll, which was released Friday, 16 percent of Republicans and independents who lean towards the GOP say they would most likely support Rudy Giuliani as their party's nominee. One point behind, at 15 percent is Mitt Romney, with Sarah Palin coming in at 13 percent.

Romney, the former Massachusetts governor and 2008 GOP White House hopeful, will officially announce his candidacy for president next Thursday. Neither Palin nor Giuliani have taken concrete steps toward a run

Palin, the former Alaska governor and 2008 Republican vice presidential nominee, has increasingly sent signals that she is interested in running. On Sunday she kicks off a campaign-style bus tour, but she has not publicly worked toward hiring staff or building an organization in any of the early voting states in the primary and caucus calendar

Bin Laden wanted protection from Pakistan for Al Qaeda leaders

Washington Osama bin Laden considered seeking a deal with Pakistan under which al Qaeda leaders in the country would be protected and, in return, al Qaeda would refrain from attacking Pakistan, a U.S. official told CNN Friday.

The revelation surfaced as American agents analyzed the documents that were seized in the May 2 raid of bin Laden's compound in Abbottabad, Pakistan, according to the official, who was not authorized to speak on the record
.

The documents show the al Qaeda leader communicated with his operations chief, Atiya Abdul Rahman, about a possible deal with Pakistan, the official said.

The New York Times first reported on the possible deal.

The official said there is no evidence an approach was ever made to any Pakistani officials to try to cut such a deal
.

"This appeared to be a discussion inside al Qaeda," the official said.

In the aftermath of the raid, U.S. officials have said that they suspect elements of the Pakistani government knew of bin Laden's hideaway in Abbottabad. But Secretary of Defense Robert Gates said recently that was just a "supposition."

The U.S. official would say Friday only that the Pakistanis are conducting their own investigation and that the United States "has no evidence Pakistan was aware he was living in Abbottabad

AUSTIN, Texas (AP) -- Texas Gov. Rick Perry, the longest serving chief executive in the state's history and a politician who has never lost an election, said Friday he will consider seeking the Republican nomination for president.

The outspoken conservative, who for months said he wasn't interesting in running for the White House, said he will decide whether to enter the race after the Texas Legislature adjourns Monday

Perry has been the subject of speculation as some Republicans lamented the slate of GOP candidates planning to challenge President Barack Obama. When asked about the race before Friday, Perry had said repeatedly he was focused on the state's legislative session and not the 2012 presidential race.

Asked once again on Friday if he'd consider a run, Perry said: "I'm going to think about it."

Russia believes Libyan leader Muammar Gaddafi should quit and could help broker his departure, a senior Russian official said on Friday in an important boost to NATO powers bent on ending his 41-year rule.

It was a striking change in tone from Kremlin criticism of Western air strikes in Libya officially intended to protect civilians in a civil war but effectively taking the side of rebels seeking Gaddafi's removal and democratic change


NATO said it was preparing to deploy attack helicopters over the Arab North African state for the first time to add to the pressure on Gaddafi's forces on the ground.

“The election results of the past two weeks of special elections really bode well for Democrats chances up and down the ticket in 2012,” the Florida congresswoman told reporters today

The election last week of an African-American Democratic mayor in Jacksonville, Fla., a staunchly conservative city; a Democratic state representative in a conservative New Hampshire district; and a Democratic U.S. representative from the solidly-red 26th district of New York are all indicators Democrats have momentum, she said.

“All of those elections turned on the hardcore, radical, right-wing agenda that the Republicans have given us a preview of if they were given total control of all branches of government,” Schultz said. “And the voters have resoundingly rejected those overtures, their agenda.”

House Defeats Effort To Scale Down Afghanistan War

The House on Thursday narrowly shot down an amendment to scale back military operations in Afghanistan.

In a close 204-215 vote, the House rejected a bipartisan amendment from Reps. Jim McGovern (D-Mass.), Justin Amash (R-Mich.) and others that would have required the Department of Defense to develop a plan for an "accelerated transition of military operations to Afghan authorities."

Twenty-six Republicans voted in favor of the accelerated transition, and all but eight Democrats supported the amendment, which supporters stressed was a plan to speed up the withdrawal, not an immediate requirement to withdraw forces
.

The vote comes as the Obama administration faces increasing pressure to remove troops from Afghanistan. Polls show the war, nearly a decade long, is unpopular with voters.

Rep. McGovern argued that passing the Afghanistan language would send the Obama administration a "clear signal of support for a meaningful draw-down of troops," beyond the draw-down that Obama has planned. The administration said earlier this year that it plans to start withdrawing only 5,000 of the 100,000 troops in Afghanistan by this summer, far less than many had hoped

Obama Ahead of The Republican Field in Wisconsin 2012


While the GOP hasn't carried Wisconsin in a general since Reagan in 1984, Bush came real close in 2000 and 2004 losing by less than 2% both times.

In 2000 and 2004 Wisconsin was one of the most closely contested battleground states in the country. In 2008 Barack Obama won it in a blowout. Right now it looks like the 2012 race in the state will shape up more like 2008 than 2000 or 2004.

Obama leads Mitt Romney by 12 points at 51-39, Newt Gingrich by 18 points at 53-35, and Sarah Palin by 19 points at 55-36 in the state.

Part of Obama's strength is that he is decently popular in the state. 52% of voters approve of the job he's doing to 44% who disapprove. Although his reviews are almost completely polarized along party lines, he does have slightly more Republicans (11%) who approve of the job he's doing than Democrats (8%) who disapprove. That's usually the other way around. He's also on positive ground with independents at 50/43.

Obama does appear to have received a bit of a bounce in Wisconsin in recent weeks. When we polled the state in February his approval was a net +4 spread at 49/45, so he's improved by 4 points on that front. And while his lead over Palin is unchanged from then, his advantage over Gingrich has improved by 6 points and against Romney it's up by 2.

Judge Strikes Down Wisconsin Collective Bargaining Law

MADISON, Wis. -- Wisconsin's law taking away nearly all collective bargaining rights from most public workers was struck down Thursday by a circuit court judge but the ruling will not be the final say in the union fight that brought tens of thousands of protesters to the Capitol earlier this year.

The state Supreme Court has scheduled arguments for June 6 to decide whether it will take the case. Republicans who control the Legislature also could pass the law a second time to avoid the open meeting violations that led to the judge's voiding the law Thursday.

Gov. Scott Walker pushed for the law as a way to help balance the state budget that was projected to be $3.6 billion short when he introduced the proposal in February. His spokesman, Cullen Werwie, said the governor would have no comment on the ruling.

Senate Democrats are expected to support a resolution intended as a rebuff to President Obama’s call for basing Middle East peace talks on the 1967 Israeli-Palestinian borders.

It would be a rare rebuke of the president by the upper chamber and a sign that Democrats are worried about the impact of last week’s speech on the U.S.-Israel relationship and pro-Israel constituents.

Democrats in both chambers are scrambling to fix the damage caused when Obama called for the 1967 borders and land swaps as a basis for peace
.

Some Democrats have tried to downplay the rift, but Israel’s strongest supporters in Congress say there’s no denying that Obama made a tactical mistake in handling the relationship.

“I wish that the president had not made the speech on Thursday, particularly not made it — I gather — without much consultation” with Israel, said Sen. Joe Lieberman (Conn.), an Independent who caucuses with Democrats. “So I think it was a tactical mistake.”

Senate Majority Leader Harry Reid (D-Nev.) rebuked Obama over Israel in a speech to AIPAC on Monday.

House Democratic Whip Steny Hoyer (Md.) offered a similarly rousing defense of Israel while speaking to AIPAC on Sunday

ABC News’ Jonathan Karl reports:The day after the stunning upset in the special congressional election in upstate New York, Rep. Paul Ryan is a man under fire.

But ABC News was behind the scenes with the Wisconsin Congressman and GOP Budget Committee Chairman when he got some words of encouragement none other than former President Bill Clinton.

"So anyway, I told them before you got here, I said I’m glad we won this race in New York," Clinton told Ryan, when the two met backstage at a forum on the national debt held by the Pete Peterson Foundation. But he added, “I hope Democrats don't use this as an excuse to do nothing.”

Ryan told Clinton he fears that now nothing will get done in Washington.

“My guess is it’s going to sink into paralysis is what’s going to happen. And you know the math. It’s just, I mean, we knew we were putting ourselves out there. You gotta start this. You gotta get out there. You gotta get this thing moving,” Ryan said
