Let me blast this one real fast, when Bush was President and the Democrats controlled the Senate (2007-2008), to stop George W. Bush from making any recess appointments, Harry Reid sent Jim Mellonhead Webb from Virginia up to the Senate over the Holidays to call the Senate in session for 10 seconds, blocking any Bush recess appointments from taking place (technically there is no recess if Webb opens the Senate, even to an empty chamber)
