Vice President Biden, who as a senator advocated a plan to partition Iraq, has been tapped to oversee political reconciliation among Iraqi factions, the White House announced Tuesday.
As the U.S. military met its deadline to withdraw from Iraqi cities, White House Press Secretary Robert Gibbs said President Obama asked his No. 2 to work with Gen. Ray Odierno, the top commander in Iraq, and Amb. Christopher Hill on mending fences in Iraq.
Biden would be "working with the Iraqis toward overcoming their political differences and achieving the type of reconciliation that we all understand has yet to fully take place, but needs to take place," Gibbs said.
Gibbs said Biden has "always been an active participant" in Iraqi reconstruction efforts.
"I think, given his knowledge of the region, the number of times he's been there, he's perfectly suited for this type of role," Gibbs said, adding that Biden could travel to Iraq as part of the job.
Such a responsibility would be the highest-level overseas duty assigned to Biden, who has trended toward more domestic matters despite his foreign policy credentials, touted during the campaign. But his call for a partition of Iraq had angered Iraqi leaders a few years ago.
At the time, Biden wanted Iraq divided into three semi-autonomous regions -- for the Kurds, the Sunnis and the Shiites. The regions would have been linked by a central government in Baghdad.

Minnesota Republican Governor Tim Pawlenty has said he would certify the election winner based on what the state court decides. Pawlenty, considered a possible presidential contender in 2012, said he would not run for governor again next year, which clears an avenue for Coleman to run for governor.

Billionaire investor George Soros added to the cautionary tone, saying fears of inflation would drive up borrowing costs and choke off growth once financial markets recover.
Major stock market indexes turned lower after the Conference Board's consumer confidence index showed households felt gloomier about their current situation, and less optimistic about the eventual economic recovery.
The confidence index fell to 49.3 in June from 54.8 in May. Economists polled by Reuters had expected a healthier reading of 55.0 for this month.

Unemployment rates rose in all the largest U.S. metropolitan areas for the fifth straight month in May.The Labor Department says jobless rates in May rose from a year earlier in all 372 metropolitan area it tracks.
The unemployment rate in Kokomo, Ind., jumped to 18.8 percent, up 11.7 percentage points from a year ago, the largest increase of all metro areas. The second-highest jump occurred in Indiana's Elkhart-Goshen. Its rate jumped to 17.5 percent, up 11.4 percentage points from a year earlier. Both areas have been slammed by layoffs in transportation equipment manufacturing.

Dick Cheney Has Concern That Withdrawal Of Forces In Iraq Will "Watse" Sacrifices

Former Vice President Dick Cheney on Monday said he is concerned about U.S. forces withdrawing from Iraqi cities within 24 hours.
Mr. Cheney told The Washington Times' "America's Morning News" radio show that he is a strong believer in Gen. Ray Odierno, commander of U.S. forces in Iraq, and that the general is doing what needs to be done.
"But what he says concerns me: That there is still a continuing problem. One might speculate that insurgents are waiting as soon as they get an opportunity to launch more attacks.
"I hope Iraqis can deal with it. At some point they have to stand on their own. But I would not want to see the U.S. waste all the tremendous sacrifice that has gotten us to this point.
Like President Bush said when Democrats were demanding that we cut, run, surrender and redeploy to Okinawa, if we set an artificial timetable for withdrawal, the terrorists will simply wait until the next day.

WASHINGTON — DEVELOPING: The Supreme Court ruled Monday that white firefighters in New Haven, Conn., were unfairly denied promotions because of their race, reversing a decision that high court nominee Sonia Sotomayor endorsed as an appeals court judge.
New Haven was wrong to scrap a promotion exam because no African-Americans and only two Hispanic firefighters were likely to be made lieutenants or captains based on the results, the court said Monday in a 5-4 decision. The city said that it had acted to avoid a lawsuit from minorities.
"Fear of litigation alone cannot justify an employer's reliance on race to the detriment of individuals who passed the examinations and qualified for promotions," Justice Anthony Kennedy said in his opinion for the court. He was joined by Chief Justice John Roberts and Justices Samuel Alito, Antonin Scalia and Clarence Thomas.
In dissent, Justice Ruth Bader Ginsburg said the white firefighters "understandably attract this court's sympathy. But they had no vested right to promotion. Nor have other persons received promotions in preference to them."
Justices Stephen Breyer, David Souter and John Paul Stevens signed onto Ginsburg's dissent, which she read aloud in court Monday.

Israel Pressing Russia To Cancel Arms Deal With Iran

Relations between Israel and Russia have grown tense over a significant change in Moscow's attitude regarding the possible sale of S-300 air defense missiles to Iran. Prime Minister Benjamin Netanyahu called his Russian counterpart Vladimir Putin and asked him to prevent the arms deal from going through.
Israel has began an international effort to pressure Russia not to complete the sale of the advanced air defense system. The deal between Russia and Iran for the sale of the air defense system was signed more than a year ago, but external pressure, primarily from the United States and Israel, led the Russian political leadership to delay its implementation.
The Russian response to Israeli inquiries on the matter had been that they do not intend to complete the deal. The same message was reiterated during Russian Foreign Minister Sergey Lavrov's visit to Israel last month. A senior political source in Jerusalem said that in recent weeks there has been noticeable change in Russia's position on the matter of the arms sale.

The European Union has demanded the immediate release of Iranian staff at Britain's embassy in Tehran detained on Saturday over post-election unrest. EU ministers meeting in Greece warned that "harassment or intimidation" of embassy staff would be met with a "strong and collective" response.
Iranian media reported the detention of eight local staff at the UK mission over their alleged role in the unrest. UK Foreign Secretary David Miliband dismissed the allegations as baseless.
Relations between the countries are strained since President Mahmoud Ahmadinejad accused the UK of stoking post-election protests, which London denies.
Iran has repeatedly accused foreign powers - especially Britain and the US - of meddling after the 12 June election.

Iraq's Prime Minister: Full Withdrawl Of U.S. Troops Sign Country Is Ready To Take Over Security

BAGHDAD — Iraq's prime minister said Saturday that the full withdrawal of U.S. combat troops from cities and towns was a message that his country was ready to take over its own security, even as he appealed for national unity after a week of attacks left more than 250 people dead.
Both of Iraq's vice-presidents joined in the call, with one of them warning Iraqis to stay away from crowded places favored by bombers.
There have been concerns that Iraqi forces will not be able to provide adequate security after U.S. combat troops completely pull out of Baghdad and other urban areas by June 30, part of a security agreement that calls for all American troops to leave Iraq by the end of 2011. Under the agreement, which took effect Jan. 1, U.S. troops have taken a secondary role, giving Iraqi forces the lead in operations.
"We are on the threshold of a new phase that will bolster Iraq's sovereignty," Prime Minister Nouri al-Maliki said at a memorial service for a Shiite leader who died six years ago. He added that June 30 was "a message to the world that we are now able to safeguard our security and administer our internal affairs."
Police said they had bolstered checkpoints and patrols, especially in Shiite areas of Baghdad where bombers have targeted markets with deadly effect. Nearly all the bombings that began on June 20 have been in Shiite areas, including the two deadliest attacks. They were a June 20 bombing that killed 82 people outside a mosque in northern Iraq, and another on June 24 in the Shiite enclave of Sadr City that killed 78. Al-Maliki blamed the bombings on the remnants of al-Qaida in Iraq and said they were aimed at restarting violence between Shiites and Sunnis
Iraq nearly slipped into civil war in 2006 and 2007, and tens of thousands of people died in attacks between Sunni extremists such as al-Qaida and Shiite militias and death squads. It was brought back from the brink by a huge inflow of U.S. troops in 2007 in what became known as the "surge."
The date has been declared "Victory Day" by al-Maliki, and Iraq's ability to provide security for its people without American troops has evolved into the cornerstone of his administration as he prepares for next January's elections.

Ahmadinejad Lashes Out At Obama Again

Iran's hardline president lashed out anew at the United States and President Barack Obama on Saturday, accusing him of interference and suggesting that Washington's stance on Iran's postelection turmoil could imperil Obama's aim of improving relations.
"We are surprised at Mr. Obama," Mahmoud Ahmadinejad said in remarks to judiciary officials broadcast on state television. "Didn't he say that he was after change? Why did he interfere?""They keep saying that they want to hold talks with Iran ... but is this the correct way? Definitely, they have made a mistake," Ahmadinejad said.
Obama was strongly criticized at home and by many abroad, for his initial measured response to opposition allegations that Ahmadinejad was re-elected by fraud in the the harsh crackdown on protesters.
The Obama administration wants to improve contacts with Tehran, especially because of concern that Iran is developing nuclear weapons, and Obama appeared unwilling to jeopardize that goal with strong statements against Iran's authorities.

DETROIT -- City Council member Monica Conyers, the wife of powerful Democratic congressman John Conyers, pleaded guilty Friday to accepting cash bribes in exchange for supporting a sludge contract with a Houston company.
Conyers, 44, was charged with one count of conspiracy to commit bribery for allegedly accepting two payments from a Synagro Technologies official in late 2007, including one in a McDonald's parking lot.
She entered her plea before Judge Avern Cohn at 10 a.m. with her attorney Steven Fishman.
Conyers was solemn in court, having to be asked three times by the judge to speak up.
Conyers is facing three to five years in prison and up to $250,000 in fines. No sentencing date has been set.

The man who would replace South Carolina Gov. Mark Sanford if he resigned over his affair with a woman in Argentina says the governor should remain in office. Lt. Gov. Andre Bauer told The Associated Press on Friday that he will try to help Sanford through the remaining year and half of his term. It was Bauer's first interview since Sanford revealed the affair Wednesday.
Bauer told AP that he and Sanford talked Thursday. Bauer says the two men did not discuss the possibility of a resignation.Bauer and Sanford are Republicans, but they are not allies.
Bauer is expected to run for governor in 2010, but has not formally announced his plans. He did tell AP that he would have an advantage in the 2010 campaign if Sanford resigned.

So much for "hot-dog diplomacy." The White House announced today that it had withdrawn nvitations to Iranian diplomats to attend Fourth of July festivities at U.S. embassies around the world.
The United States and Iran have not had diplomatic relations for nearly three decades, but ecretary of State Hillary Rodham Clinton authorized the invitations as a way of reaching out to the Islamic Republic. But U.S. officials said no Iranian diplomats thus far had responded to the invitations.
"July Fourth allows us to celebrate the freedom and the liberty we enjoy," White House spokesman Robert Gibbs said. "Freedom of speech. Freedom of religion. Freedom to assemble peacefully. Freedom of the press. So I don't think it's surprising that nobody's signed up to come." Gibbs added: "Given the events of the past many days, those invitations will no longer be extended."

COLUMBIA, South Carolina (CNN) -- South Carolina Gov. Mark Sanford did not spend the last five days hiking the Appalachian Trail -- as his staff indicated -- but instead was in Buenos Aires, Argentina, he told The State newspaper.
Gov. Mark Sanford told The State newspaper he was surprised the story was attracting such attention.Spotted returning from the trip at the Hartsfield-Jackson International Airport in Atlanta, Georgia, Wednesday morning, the Republican governor told The State he had considered hiking the Appalachian Trail after his state's busy legislative season ended but instead decided differently.
"I wanted to do something exotic. It's a great city," Stanford said, referring to Buenos Aires. His staff and family seemed to be in the dark about his whereabouts. Sanford also said no one else accompanied him on the trip, the paper reported.
Sanford also said he hadn't planned to return until Thursday, but came back earlier after his chief of staff contacted him to say the story of his whereabouts was drawing widespread media attention.
Sanford expressed surprise that the story was attracting such attention, saying it's not unusual for him to take such trips. "I would get out of the bubble I am in," he said, according to the paper.
In a short interview with CNN Tuesday, Sanford's wife Jenna said she had not talked to her husband since he left last Thursday and did not know where he went.
Report: Obama Sent Letter To Ayatollah Khamenei Last Month Calling For Improvement In Relations
Ayatollah Khamenei confirmed the letter toward the end of a lengthy sermon last week, in which he accused the United States of fomenting protests in his country in the aftermath of the disputed June 12 presidential election.
U.S. officials declined to discuss the letter on Tuesday, a day in which President Obama gave his strongest condemnation yet of the Iranian crackdown against protesters.
An Iranian with knowledge of the overture, however, told The Washington Times tha
t the letter was sent between May 4 and May 10 and laid out the prospect of "cooperation in regional and bilateral relations" and a resolution of the dispute over Iran's nuclear program. The Iranian, who asked not to be named because of the sensitivity of the topic, said the letter was given to the Iranian Foreign Ministry by a representative of the Swiss Embassy, which represents U.S. interests in Iran in the absence of U.S.-Iran diplomatic relations. The letter was then delivered to the office of Ayatollah Khamenei, he said
